Key takeaways

  • Melius is the best overall pick for agencies. Its agent, Mel, builds each video workflow, the node-based canvas reruns it for every client, product or market, more than 100 models come on one bill, and clients review work through a link without an account.

  • Adobe Firefly is the safest choice when a client cares most about commercial safety, with models trained on licensed content and IP indemnity for eligible enterprise customers.

  • Runway is the strongest for reworking existing footage, with frame-accurate team comments and up to 100 brand kits on its Team plan.

  • Google's Veo 3.1 suits agencies with engineers, since it's covered by Google's indemnity when used through the Vertex AI API.

  • No self-serve team plan here includes IP indemnity. If a client needs it, budget for an enterprise contract.

How we ranked

Ad agencies use AI video differently from solo creators. They juggle many brands at once, need clients to review and approve work, answer to legal teams about rights and training data, and pay per seat. We ranked tools on how well they keep each client's brand consistent and separate, how easily clients can review, commercial safety and indemnity, collaboration and team pricing, model choice and quality, and API access for production pipelines. Prices come from each vendor's pricing page as of October 12, 2026.

1. Melius - Best overall for agencies running many brands

Melius is an agentic image and video generation tool for creators, brands, marketers and agencies. Brief Mel, its agent, and it lays the work out as connected nodes on a canvas, picking the models, writing the prompts and running the generations, and every node stays editable so the team directs each shot.

What works: A brand anchor, a node holding a client's voice, palette, type and rules, feeds every image and video node on that client's canvas, and brand guidelines can also live in agent skills that Mel follows on every request (10 on the Team plan). Once a campaign workflow works, the team duplicates the canvas and swaps the inputs for the next product, market or client, and a node can generate up to 10 variations at once. The canvas runs more than 100 models, including Veo 3.1, Kling 3.0 Omni, Seedance 2.5, Wan 3.0 and Luma Ray 3.2, on one subscription, so the agency picks the right model per shot instead of paying for several tools. The whole team, and Mel, work on the same canvas live, and clients review through a read-only, revocable link with no account needed, leaving comments that capture the exact playback time. For production pipelines there's a REST API that runs up to 500 nodes in one bulk call, a CLI, an MCP server and a Slack bot, and Team plans can set a credit limit on each member. Team costs $70 a seat a month, or $56 billed yearly, with 70,000 pooled credits per seat.

What doesn't: Formal approval queues are only on Enterprise, and the Team plan tops out at 10 seats.

Best for: Agencies producing video across many client brands that want one workspace, more than 100 models and client review in the same place.

2. Adobe Firefly - Best for commercially safe video

Firefly is Adobe's generative app for image, video and audio, with Adobe's own models and partner models such as Veo 3.1 Fast, Luma Ray, Runway Gen-4.5 and Kling 3.0.

What works: Adobe says its own Firefly models are trained on licensed and public-domain content, and outputs carry Content Credentials, which reassures clients with cautious legal teams. Eligible enterprise customers can get IP indemnity for select Firefly outputs. Generated clips hand off to Premiere Pro, where Generate Video arrived in September 2026, and team plans add admin tools and round-the-clock support. Pro for teams costs $19.99 a license a month on an annual plan, for 4,000 credits.

What doesn't: Indemnity requires an enterprise contract and does not cover partner models, whose output is the user's responsibility. Credits don't roll over, and Firefly's own video model makes short clips.

Best for: Agencies whose clients put commercial safety first and whose teams already work in Creative Cloud.

3. Runway - Best for reworking existing footage

Runway is a generative video company whose Aleph 2.0 model edits footage you already have, alongside Gen-4.5 for new clips.

What works: Aleph 2.0 changes a product, color, wardrobe or style in existing shots, so one client shoot becomes many versions. The Team plan, launched in September 2026, includes up to 100 brand kits, frame-accurate comments with mentions, shared agent skills, a pooled credit balance and API access, and Runway now has panels for Premiere Pro, After Effects and DaVinci Resolve. Team costs $69 a seat a month, or $55 billed yearly.

What doesn't: Indemnity, no-training guarantees and SSO are Enterprise only, and Team caps at nine members. Gen-4.5 clips stop at 10 seconds and credits go quickly, and Runway's ad product, Runway Ads, is still in early access.

Best for: Agencies that shoot real footage and want to multiply it for clients.

4. Google Veo 3.1 - Best for indemnified generation through an API

Veo 3.1 is Google's video model, available in the Flow app, the Gemini app and the Vertex AI API.

What works: When used through the Vertex AI API, generally available versions of Veo fall under Google's generative AI indemnity, which makes it the clearest indemnified option for agencies with engineers. Clips run four, six or eight seconds in 16:9 or 9:16 with native audio, and Vertex AI charges by the second, from $0.05 on Veo 3.1 Lite to $0.40 on Veo 3.1. Flow is also available to Google Workspace business and enterprise editions, with admin controls.

What doesn't: The indemnity covers the API, not the Flow app, so agencies without developers don't get it. Clips are short, person generation is restricted and there's no client-review layer.

Best for: Agencies with engineering resources that want indemnified video at scale.

5. Luma - Best for HDR footage and managed enterprise support

Luma makes the Ray video models and Luma Agents, and lists Dentsu and Publicis Groupe among its customers.

What works: Ray3.2, released in June 2026, makes 20-second 1080p clips and 16-bit HDR with EXR export, which suits high-end post-production, and Reframe changes aspect ratios. Plus includes guest collaborators with edit access and commercial use, Team adds shared credits, analytics and SSO, and Enterprise promises that nothing you create trains its models, with on-site creative support. Plus costs $30 a month, or $300 a year.

What doesn't: Team pricing is by quote only, we found no IP indemnity and HDR output is limited to five-second clips. Ray doesn't generate audio.

Best for: Agencies doing premium spots that need HDR footage and hands-on vendor support.

6. LTX Studio - Best for pitch decks and storyboards for new business

LTX Studio is Lightricks' script-to-storyboard-to-video platform, built on its LTX-2.5 model.

What works: It turns a script or concept into a storyboard, a PDF pitch deck and animated video, which suits new-business pitches where a client needs to see an idea before it's produced. Standard adds AI storyboards, pitch decks, reusable elements for consistency and a commercial license, and costs $35 a month, or $28 billed yearly.

What doesn't: Collaboration is thin below Enterprise: Pro allows three collaborators per project, and brand kits and unlimited collaborators are Enterprise only. The free and Lite plans are for personal use only, and we found no IP indemnity.

Best for: Agencies that pitch with animated boards before a project is sold.

How agencies should use AI video

  • Keep each client in its own team or workspace so access and spend stay separate.

  • Write each client's brand rules once, as a brand anchor, skill or brand kit, and attach them to every workflow.

  • Send clients a review link rather than a login, and agree on who approves each asset before it ships.

  • Match the model to the client's risk tolerance, and put indemnity requirements in writing before production starts.

  • Set credit limits on freelancer seats so a busy week doesn't drain the shared balance.

Frequently asked questions

What is the best AI video generator for ad agencies?

Melius is the best overall pick for ad agencies, because its agent builds and reruns video workflows across many client brands, its canvas covers more than 100 models on one bill and clients review by link. Adobe Firefly is safest for cautious clients, and Runway is best for reworking existing footage.

Which AI video tools offer IP indemnity?

Adobe offers indemnity for select Firefly outputs to eligible enterprise customers, Runway only on Enterprise, and Google for generally available Veo models used through the Vertex AI API. None of the self-serve team plans in this list include it.

Who owns AI video made for a client?

It depends on the tool's terms and your client contract. Melius's terms say: "You own the content you create on Melius and can use, publish, and distribute it commercially, subject to the underlying model providers' terms. Melius doesn't claim ownership of your work and doesn't use it to train AI models." The US Copyright Office says prompts alone don't make output copyrightable, so spell out rights in the client agreement.

Will client assets be used to train the AI model?

Not on every tool. Melius says it doesn't train on your work, and Runway and Luma promise no training on Enterprise plans. Check the terms for each plan before uploading client material.

How much does an AI video tool cost for an agency team?

Team plans start at $19.99 a license a month for Adobe Firefly Pro for teams, $55 a seat billed yearly for Runway Team and $56 a seat billed yearly for Melius Team, which includes 70,000 pooled credits per seat. Google's Veo is billed per second through Vertex AI.
